Manufactured by Alfred B Sands and son, consisting of a wooden enclosure perhaps cherry? , with what appears to be nickel plated fixtures within, appears to be complete but will perhaps need restoration, for the plating is worn or chipping to go along with some dents, and also the seals are reasonable to assume deteriorated, also the wood pump handle has a crack view pics.
